Perhaps Senator Rubio should do a little homework before attempting to speak on behalf of the entire Afro-American diaspora or insinuate who (within it) is not informed? I can't speak for Jay-Z, but I'd say the following excerpt from a Che Guevara speech is as good a reason as any for a young, Black male – born in the 60's and raised in a Brooklyn, NY housing project – to wear a T-Shirt emblazoned with his image: Those who kill their own children and discriminate daily against them because of the color of their skin; those who let the murderers of blacks remain free, protecting them, and furthermore punishing the black population because they demand their legitimate rights as free men — how can those who do this consider themselves guardians of freedom? We understand that today the Assembly is not in a position to ask for explanations of these acts. It must be clearly established, however, that the government of the United States is not the champion of freedom, but rather the perpetrator of exploitation and oppression against the peoples of the world and against a large part of its own population. ~ Che Guevara: December 11, 1964, 19th General Assembly of the United Nations in New York. One could argue against every statement made that day by Guevara. But no one living in America at that time (Black, White or Other) could argue against that one!  Doesn't sound like a racist to me! Then again... there are times when it appears much hasn't changed since 1964? But maybe it's because I'm just mis-informed?
